For thirty years the people who check World Bank projects for harm to communities and the environment worked in separate tribes, one for government loans and one for private deals, policed by three different complaints offices. In 2026 all of it is being pulled into a single structure borrowed from the back office of a commercial bank. Around 80 posts are expected to go. Others are being advertised in Kampala and Nairobi. This is what changed and where the work is heading.

Anyone who has worked in a bank branch knows the phrase. One clerk keys in the payment and a second clerk approves it. The first is the maker, the second is the checker, and the rule that they can never be the same person is about the oldest control in finance.

This spring Maninder Gill used those two words to describe the future of a profession that has nothing to do with payments. Gill is the World Bank’s global director for the environmental and social framework, the rulebook that governs what happens when a Bank-financed road displaces a village or a dam floods a forest. Speaking at an event with civil society groups, reported by Devex, he said the Bank’s environmental and social function would be split in two. The makers would set policy and decide how it applies to each deal. The checkers would watch, flag risks, and catch what was going wrong, with the most scrutiny reserved for the riskiest projects.

Then came the number. The Bank had merged the public and private sector teams that do this work, and it planned to cut about 10 percent of its roughly 825 environmental and social staff.

Gill was careful about how he put it. Nobody was being fired outright, he said. The Bank would offer incentives for some people to leave, mainly in areas where it believed it had more capacity than it needed, and it would hire in teams that were stretched. That is a restructuring by attrition, and it is still around 80 jobs out of one of the largest specialist families in the institution.

He knows the work from the ground up, which is partly why he was the one sent to explain it. Before joining the Bank in 1995 he was an Indian civil servant who ran a town, directed a rural development programme and managed resettlement for a hydro-irrigation project. Inside the Bank he rose through social development in Europe and Central Asia and in Latin America, became director for social development in 2014, and served as chief environmental and social standards officer from July 2021 until December 2025. He has spent thirty years on the question of what a development bank owes the people who live where its projects land.

That question has a history, and it starts with a dam. In the early 1990s the Bank was financing the Sardar Sarovar project on the Narmada river in India, which was displacing people on a scale that drew protests around the world. The pressure grew until the Bank commissioned an outside review, and the review found that the Bank had broken its own resettlement and environmental rules. The Bank left the project. In 1993 its board created the Inspection Panel, the first body at any international organisation that allowed ordinary people to file a complaint against the institution itself. The Panel has received 186 complaints since. In fiscal 2025 it handled nine, from Ecuador, Nigeria, Pakistan, Poland, Serbia, Tajikistan, Tanzania and India.

Everything built afterwards followed the Bank’s internal borders. The public sector side, which lends to governments, got the Inspection Panel and later a Dispute Resolution Service. IFC and MIGA, which finance and insure private companies, got a separate office called the Compliance Advisor Ombudsman. The rulebooks diverged as well. Government projects follow the Environmental and Social Framework, approved by the board in August 2016 and in force since 2018, which by the end of June 2025 covered 75 percent of the Bank’s active investment project portfolio. Private deals follow IFC’s Performance Standards. A specialist could spend a whole career on one side and never learn the other.

Ajay Banga’s project since 2023 has been to erase borders like these. He calls it One World Bank Group, and from January 2026, as The Africa Report described the plan, it reached the corporate functions, with treasury, risk and environmental and social work consolidated across the public and private arms. The Bank’s annual report describes the result as “two integrated E&S teams across the World Bank Group with distinct, complementary functions”. Operational teams design and structure projects. A separate oversight team, reporting to the chief risk officer, monitors compliance. The stated principle is that “the same people who design and execute a project will not be the ones evaluating it afterward”.

On paper that’s hard to argue with. The worry is about what gets lost in the merge. At the event with Gill, civil society representatives warned the Bank against importing what they see as IFC’s weaker culture on transparency and accountability. Several said that cutting staff would undermine the Bank’s ability to enforce its safeguards at all. The Bretton Woods Project, a London-based watchdog, put the cuts in a longer list in July. The Social Development Global Practice had been dissolved, it reported, with staff who worked on citizen engagement displaced, and the hiring of short-term consultants had been halted. It tied all of it to shareholder pressure on costs. The United States Treasury Secretary, Scott Bessent, had told the Bank’s Development Committee in the spring that Washington appreciated plans for “maintaining flat real budget growth on a Bank Group-wide basis over the next few years”. This came after IBRD, the Bank’s main lending arm, had reported record income for fiscal 2025.

The complaints offices were next. In September 2025 the board appointed a two-person task force to look at whether three accountability mechanisms were two too many. A draft report went out for a 30-day public consultation on 26 March 2026, setting out options that ran from better coordination to a single body. On 9 June the boards chose the single body. The Inspection Panel, the Dispute Resolution Service and the Compliance Advisor Ombudsman will become one Independent Accountability Mechanism, led by a vice president and director general recruited through an open competition, reporting to the boards and carrying out three functions, compliance, dispute resolution and advice. The existing three keep working under their current rules until it is ready. The Bank’s press release called the decision “part of a broader effort to reduce fragmentation and strengthen coherence across World Bank Group operations”.

Dustin Schäfer of the German campaign group Urgewald was unconvinced. “The Bank’s press release called it a step to ‘strengthen’ accountability,” he wrote in July. “I read that word with a degree of scepticism.” Danny Bradlow, a professor at the University of Pretoria who had co-written a rival proposal for the merged body in May, called the board’s decision “worrying because it leaves unclear whether the new structure will include a truly independent Panel/compliance unit”. More than 50 civil society organisations wrote to the board asking for a say in choosing who leads it.

So that is the fight. What does it mean if this is your profession, or the one you hoped to enter?

Start with where the cuts fall. Gill said the surplus was in particular sectors, and the Bank’s own vacancy board suggests the shortage is in the field. During 2026 it has advertised senior environmental and social development specialist posts in Kampala and Nairobi, with others in Ethiopia, Malawi, India and Türkiye. Those jobs sit in the countries where projects are built, they involve supervising a borrower’s compliance, and they also involve the newer task of strengthening the national systems that are supposed to do the supervising in the long run. They typically ask for a master’s degree and at least five years of experience. If you’re a safeguards specialist in Washington with a portfolio you supervise by video call, the direction of travel is not in your favour. If you are in Lusaka or Dhaka with field experience, it probably is.

The checker side is a new employer inside the old one. The chief risk officer’s vice presidency advertised an environmental and social development specialist this summer to work on its grievance redress service, a post that closed on 16 July. Oversight roles like that reward a different temperament from project work. You are paid to find the problem, and nobody thanks you for it. People with audit, compliance or investigations backgrounds fit, and so do former staff of the complaints offices. The new Independent Accountability Mechanism will need its own people too once its head is appointed, and three sets of procedures will have to be merged by someone.

The skill that gains most value is being bilingual. For three decades you could know the Bank’s framework or IFC’s Performance Standards. An integrated team needs people who can apply both, who can assess a government highway on Monday and a private port concession on Tuesday, and who understand that you put pressure on a private client differently from a ministry. Specialists coming from environmental consultancies, commercial banks that apply the Equator Principles, or other development finance institutions have often worked with the Performance Standards already. That used to be an IFC qualification. It’s now a World Bank Group one.

The route in is narrower than it was, and it would be dishonest to pretend otherwise. A great deal of safeguards supervision was done by short-term consultants, hired for 30 days here and 60 days there, and many staff specialists began that way. That contract type ends in January 2027. With a headcount that’s shrinking by a tenth, the Bank is not going to convert all of that work into staff posts.

The profession is larger than one employer, though. The Asian Development Bank launched a new environmental and social framework of its own and is in the middle of hiring 700 people this year. The EBRD is opening offices across West and East Africa and every project it signs there needs an assessment. Borrowing governments, which carry the legal responsibility under the Bank’s framework, need people in their project units who can meet it. The World Bank spent thirty years training the world’s supply of safeguards specialists. Some of that supply is about to work somewhere else.

What is the ADB Young Professionals Program?

First up, the YPP is ADB’s entry-level program for recruiting top young talent into Asian Development Bank jobs in development finance. Each year, thousands of applicants compete for only a handful of spots. Typically around 10 to 20 candidates are selected from a pool of 2,000 to 4,000, making the ADB YPP extremely competitive.

This comprehensive guide breaks down everything you need to know so you can prepare with confidence and insider insight.

The ADB YPP is a structured talent development program that fast-tracks early-career professionals into future leaders at the Asian Development Bank. As a YP, you’re entering a program designed to give you hands-on exposure to ADB’s operations, policies, and Strategy 2030 development priorities. This means from day one you’ll work on real projects across Asia and the Pacific, contributing to ADB’s mission of alleviating poverty and promoting sustainable development. It’s a launchpad for an international career in development finance, very much akin to the World Bank’s own YPP in prestige and purpose.

Why is the ADB YPP so sought-after? First, it’s a rare foot in the door at ADB for those with limited experience. Remember, the average age of an ADB employee is roughly 45. So if you’re in your late 20s or early 30s, this is a pretty good way to get your foot in the door. The program specifically targets young professionals with around 3+ years’ experience, rather than requiring decades in the field. Second, ADB invests heavily in YPs. The program offers a rotation across departments, professional training, and a dedicated mentorship program, preparing you to take on higher responsibilities. Third, the compensation and benefits are pretty insane (more on that later). Combined with ADB’s impactful mission, it’s no surprise this program attracts thousands of applicants every cycle.

The select few who get through the gauntlet end up making it pretty far in ADB. Part of this is also due to having a close ‘cohort’ of other YPs. As you spend more time in the Bank, and the cohort spreads out across departments, this network can become a pretty important tool in getting stuff done. Unfortunately, ADB, like most MDBs, is a maze of teams, divisions and departments with your typical coordination issues. So having this strong network can help you work through such issues and get stuff done.

Program Structure and Highlights

Fixed 3-Year Appointment (with a 5-year cap): ADB YPs are appointed as international staff at grade YP1 on a fixed-term appointment with option to renew (FT-REN), initially for three years. After the first 12 months, which is a probationary period, confirmed YPs are promoted to YP2. You then move to TI1 (the first Technical International grade) when you’re absorbed into an assigned position. According to the 2026 vacancy notice, you “graduate” from the YPP when you move into a vacant non-YP position, either through a selection process or a transfer. If that hasn’t happened by the end of year three, the appointment can be extended for up to two more years, subject to performance. If you still haven’t moved into a regular position by the end of year five, the appointment ends.

Initial Placement in Manila: All Young Professionals start at ADB Headquarters in Manila, Philippines. You’ll be placed in a department aligned with your background. ADB now describes this as either an operations department (for example the Climate Change and Sustainable Development Department, the Private Sector Operations Department, the Office of Markets Development and Private Partnership, or one of the sectors departments) or a direct operations support department such as the Economic Research and Development Impact Department (ERDI) or the Strategy, Policy and Partnerships Department (SPD). This initial assignment lasts about 18 months, during which you’ll gain deep experience in ADB’s core work.

Rotational Assignment: After 18 months, and once you’re cleared for rotation, you’ll move to a new assignment in another area of ADB to broaden your exposure. ADB says the rotation is aligned with both your career interests and organizational needs. In practice, if you’re a YP, you essentially get to choose which department you want to rotate to (with the Director’s approval of course). This is because your salary is paid out of HR’s budget, rather than each department’s budget. So in simple terms, you’re free labor for the department you want to rotate to. This means it’s pretty compelling for them to accept you into their team for a rotation.

Field Exposure: You should expect to get out of the office and into the field (these are called ‘missions’). ADB YPs take part in everything from fact-finding missions to policy studies and project execution across Asia and the Pacific. So depending on where you are, you might find yourself traveling to evaluate a new infrastructure project, joining country programming discussions, or assisting in project appraisals and reviews in member countries. This on-the-ground exposure is where you see the real impact of ADB’s work and is a core part of the YPP experience. It’s also increasingly relevant: under President Masato Kanda, ADB has been pushing more authority out to its country offices.

Training & Development: ADB heavily invests in your growth. YPs get access to a range of learning and development programs, both in-house and external, covering everything from ADB policies and project management to leadership and communication skills. You’ll also be part of ADB’s Young Professional mentorship program, where experienced technical staff (many of whom began their own careers as YPs) guide you. And you’ll join a cohort of fellow YPs to learn alongside each other. The goal is that by the end of the program, you’re competent in your technical area and also groomed for leadership roles ahead.

Long-Term Career Path: The YPP is designed as a pipeline to a long-term career at ADB. The hope is that you transition into a regular staff position and continue advancing within the Bank. Many YP alumni go on to assume senior roles at ADB over time. Of course, continuation isn’t automatic. ADB is explicit that moving into a non-YP position “is not automatic and does not confer an entitlement to continued employment.” You’ll need to perform well and win a vacant position. But ADB’s aspiration is to retain successful YPs, and, from what I’ve heard, it’s insanely rare that YPs don’t get offered full-time positions at the Bank after the program wraps up. The timing also helps: ADB is in the middle of the biggest hiring push in its history, with around 700 positions planned for 2026 alone, so there are more vacant positions to move into than ever.

Key Responsibilities of an ADB Young Professional

As an ADB Young Professional, you will immediately be contributing to the Bank’s mission through its main instruments: loans, technical assistance, grants, advice, and knowledge. Expect real responsibility. This isn’t an internship and it isn’t a graduate program. YPs have prior work experience, and are treated as professional staff. You’ll report to a Director and/or designated technical staff. Here are the main areas you could work in:

• Strategy & Planning: You’ll help shape ADB’s strategies and policies by contributing your analysis and fresh insights. YPs assist senior staff in developing policy and strategy, and support research and analysis, including on the development impact of ADB operations. For example, you might research how ADB’s investments are reducing poverty or analyze economic trends to inform country partnership strategies.

• Project Management: Much of ADB’s work is delivering loans, grants, and technical assistance projects across sectors. YPs get involved in the project cycle. This may involve helping develop and process new projects, through to administering ongoing ones. You might be preparing project documents, doing financial or economic analysis, or coordinating with government counterparts. A key part is ensuring ADB’s policies and guidelines are integrated into project design and implementation, so you’ll learn ADB’s standards on everything from environmental impacts to procurement rules.

• Knowledge Sharing: ADB is also about knowledge. As a YP you may contribute to research, publications, and advocacy. This is particularly the case if you work in a department like the Economic Research and Development Impact Department (ERDI). This could mean co-authoring knowledge briefs, organizing seminars, or supporting advocacy campaigns in your department’s specialty. You’re encouraged to bring innovative ideas and share global best practices.

Additionally, YPs may supervise junior team members, gaining some people-management experience early on.

In any case, it’s a role with plenty of variety. One day you might be crunching economic data, and the next you’re fielding questions from a government ministry or representing your team in an internal meeting.

The common thread is meaningful work that directly contributes to ADB’s development projects and policies on the ground.

Eligibility Criteria

Before you set your heart on the ADB YPP, make sure you meet the eligibility requirements. ADB is strict on these criteria:

• Age: You must be not more than 32 years old upon joining ADB. ADB’s own FAQ is blunt about this: “only applicants 32 years old and below will be considered.” There is no flexibility on this upper age limit. If you’re even a few months over on your start date, unfortunately you won’t qualify. Because this cycle’s YPs will join in 2027, do the maths against a 2027 start date, not today’s date.

• Nationality: You must be a national of one of ADB’s 69 members (50 of which are from the region). ADB only hires nationals of its members. I provide an outline of which countries are members here.

• Education: A university degree is the minimum, in Economics, Finance, Business Administration, Engineering, Environment, Law, Social Sciences, Public Policy, or another area relevant to ADB’s operations. However, the 2026 vacancy now states that a postgraduate degree or its equivalent is preferred, and I haven’t heard of many people being offered a position without a Master’s degree. Despite what you may have heard, a PhD is not a pre-condition. Only a couple of YPs have a PhD each cohort. However, one thing to note is that ADB will consider a PhD in lieu of work experience. I.e. a doctorate can count toward the 3-year experience requirement.

• Professional Experience: You need at least 3 years of relevant professional experience in fields related to ADB’s operations. The 2026 vacancy lists macro or development economics, climate change, commercial/investment banking or corporate investment, education, energy, environment, the financial sector, public health, public-private partnerships, rural development, transport, urban planning, water, and agriculture and natural resources. Essentially, ADB is looking for people who have proven they can apply their skills in real-world settings. Also, internships count. ADB’s FAQ now says explicitly that the 3-year minimum is “including internships.” International experience in areas related to ADB operations is listed as an asset, though it’s not strictly required.

• Language: Written and verbal proficiency in English is mandatory. ADB conducts its business in English, so you must be able to communicate complex ideas clearly. You don’t need a specific test score (no formal IELTS/TOEFL requirement), but your application and interviews will quickly reveal your proficiency. Additional language skills (especially Asian languages) can be a bonus, but English is the key.

• Core Skills and Attributes: Beyond formal criteria, ADB says it wants people who are passionate and committed to development work, keen and agile learners, and strong on interpersonal skills. The vacancy also points you to ADB’s Competency Framework for Technical International level 1, which is worth reading before you write anything. During the selection they’ll be gauging if you have the right mindset: Are you motivated by development impact? Can you collaborate with colleagues from around the world? Can you think critically and solve problems? These soft skills and values are often what distinguish those who get selected.

If you tick all the boxes above, you’re eligible to throw your hat in the ring. And if you’ve applied before and didn’t get through, ADB confirms you can apply again, regardless of how far you got last time, as long as you still meet the requirements.

Keep in mind that meeting minimum requirements is necessary but not sufficient. The vast majority of applicants will meet them, so you’ll need to stand out (we’ll cover how to do that in the tips section).

How to Apply and Key Dates

Applying to the ADB YPP is done through ADB’s online careers portal. Here’s what you need to know about the application process and timeline:

Application Period: The YPP recruitment is annual, usually opening in early September. The current cycle opened on 1 September 2026 and closes on Wednesday, 30 September 2026. The official deadline is 11:59 p.m. Manila time on the closing date. Note that the vacancy also lists “0800 GMT” alongside it, which is actually earlier than 11:59 p.m. Manila time. So to be safe, get your application in before 08:00 GMT on 30 September. Late submissions won’t be considered.

Where to Apply: Applications must be submitted through the ADB Career and Employment System (ACES) on the official ADB website. The YPP is listed as a vacancy titled “Young Professional” (reference number 260870, grade YP1). You’ll need to create an account, fill out an online profile, and complete the application forms there.

Application Components: Through the online system, you will need to:

• Fill in your personal details and education/work history (similar to a resume).

• Upload your CV (résumé) in the “Attachments” section. Ensure it’s up to date and tailored (see tips below).

• Upload your most recent university transcript, also in the “Attachments” section. Make sure to get an official copy ready.

• Answer any questions in the application form. The 2026 checklist doesn’t list a cover letter as a required attachment. That means your CV and the form have to do all the work of explaining why you’re applying and how you fit. If there’s any space to explain your motivation, take it seriously. The bottom line is that you shouldn’t just ChatGPT this.

Double-check that both required documents are attached in the correct format before submitting. Incomplete applications are usually rejected upfront. And, I highly, highly encourage you to submit your CV as a PDF attachment (even if you’re able to enter your prior experience on the form directly). This makes it much easier for the HR staff to read your application. I’ve heard the ADB platform is insanely clunky and annoying to use on ADB’s end.

Timeline: After the application deadline passes, ADB’s HR and department panels will screen applications through October and November. Shortlisted candidates then move through the online assessment and video interview. According to ADB, panel interviews take place between December and February, and the 2026 vacancy specifies the first quarter of 2027 for this cycle. Offers usually follow around March. If you are selected, the start date is usually mid-year (around August or September 2027), allowing time for any notice periods and relocation to Manila.

Keep an eye on your email (and spam folder) in the months after applying. You can also check your application status in ACES. If you don’t hear anything by, say, December, it likely means you weren’t shortlisted. Due to the volume of applications, ADB usually contacts only those moving forward to assessments or interviews.

The Selection Process: Stages and What to Expect

ADB’s selection process for the YPP is multi-stage and rigorous, designed to filter for the best candidates. The 2026 vacancy names three formal stages for shortlisted candidates: an online assessment, a recorded video interview, and panel interviews. Knowing what’s coming will help you prepare for each hurdle. Here’s an overview of the typical stages:

• Initial Screening: After you submit your application, ADB HR and hiring departments review all applications to ensure candidates meet the minimum requirements and assess basic qualifications. They’ll be looking at whether you fit the main requirements (e.g. right nationality, right age, good education record, relevant experience). If you tick these boxes you’re typically moved through to the next stage.

• Online Assessment: Shortlisted applicants are invited to complete an online assessment as the first test. This often includes those annoying psychometric or aptitude tests to evaluate your analytical thinking, problem-solving skills, and possibly personality traits. You might encounter quantitative questions, logical reasoning puzzles, or situational judgment questions. As annoying as it may be, treat this seriously. Approach it like you would the GRE or GMAT, but also be genuine in any personality/profile portions. The goal is to gauge your cognitive abilities and how you might fit within ADB’s competency framework.

• Asynchronous Video Interview: Candidates who perform well on the tests will progress to a one-way video interview, where you record answers to pre-set questions in your own time. Typically, you’ll get a few days to complete this at your convenience, but once you start each question you might have a time limit to think and then a short window to record your answer. Questions in this video interview tend to be behavioral and motivational. For example, you might be asked: “Why do you want to join ADB?” or “Describe a time you had to overcome a challenge in a team.” This is your chance to convey your personality and communication skills. Even though no one is live on the other end, treat it like a real interview. So I’d suggest you dress professionally, speak clearly, and be conscious of your body language. Common advice is to practice recording yourself answering likely questions beforehand so you’re comfortable with the format.

• Technical Exercise or Written Test (possible): The 2026 vacancy doesn’t list a separate written test, but in some past YPP cycles there has been a more in-depth technical assessment, such as a written test, a case study, or a short presentation. For instance, you could be asked to write a memo on a development topic within a set time, or analyze a hypothetical project scenario and present your recommendations. The exact format can vary year to year, so don’t be surprised if something like this is folded into the panel stage. Either way, ADB wants to assess your technical knowledge, writing ability, and how you organize your thoughts. Make sure you brush up on key topics in your field (e.g., if you’re a climate specialist, be ready to discuss climate finance trends; if you’re an economist, be prepared for questions on economic development in Asia). Also, be prepared to demonstrate familiarity with ADB’s areas of operation and Strategy 2030 priorities.

• Panel Interviews (Final Round): This is the final and most important stage. For this cycle, it’s scheduled for the first quarter of 2027. If you make it here, you typically will have an interview (or multiple interviews) with a panel of ADB professionals, which may include HR, managers from departments that are hiring, and technical experts. Traditionally, ADB has flown final candidates to Manila for an in-person panel interview at HQ and covered travel expenses. In recent times, virtual interviews via videoconference have also become common (sometimes a mix of virtual and in-person). The panel interview is more comprehensive: it assesses your technical expertise, motivation, and interpersonal skills all at once. You can expect a mix of behavioral questions (”Tell us about a time you had to lead a team under a tight deadline”) and technical or sector-specific questions (”What do you think is a key challenge in financing infrastructure in developing Asia?”). They want to see not only that you know your stuff in your domain, but also that you understand ADB’s broader development mandate. For example, you might be asked something like, “What should be done to foster economic growth in the Asia-Pacific region?” or “Where do you see Asia’s financial services industry going in the next decade?”. These are questions that test your awareness of regional development issues. You may also be asked why you’re the right fit for ADB’s YPP (so have a compelling personal pitch ready). Tip: Be prepared to demonstrate knowledge of ADB’s Strategy 2030 and how your skills can contribute to it, as well as a genuine passion for the Bank’s mission.

• References and Offer: After the panel interviews, the YP selection committee will make final decisions. If you’re among the top candidates, ADB will contact your referees or do background checks. Then the offer letters are sent out to the successful individuals (usually around March). If you get an offer, congratulations, you’re in! You’ll discuss start dates, salary, and begin the onboarding and relocation process. Candidates who interviewed but weren’t selected will be informed as well, though unfortunately due to volumes often only those getting offers are contacted by that late stage.

Throughout this multi-step process, remember that each stage is eliminative. Only the top performers move on. It’s common for thousands to apply, a few hundred to do the tests, a few dozen to be invited to final interviews, and ultimately perhaps a dozen or two to get hired. The competition narrows at each stage, so treat every stage seriously. Also note that timelines can stretch; patience is key. But no news isn’t always bad news. Sometimes administrative delays mean things take longer. Stay professionally persistent if needed (an email to HR to inquire about your status after a reasonable time can be okay), but also be working on alternate plans, as YPP selection is never a sure bet.

Tips to Succeed in the ADB YPP Selection

Breaking into the ADB Young Professionals Program is tough, but it’s not a mystery. Here are some insider tips and strategies to maximize your chances of success:

• Demonstrate Your Commitment to ADB’s Mission: ADB is hiring for a skillset, but also for future development leaders. Throughout your application and interviews, emphasize your commitment to sustainable development in Asia and the Pacific. Reference ADB’s mission and Strategy 2030 priorities and link them to your own experience or goals. For example, you might mention how you’ve contributed to a poverty reduction project or why you’re passionate about infrastructure development in emerging economies. Show them you’re motivated by impact, not just a prestigious job title and a big salary.

• Highlight Relevant Experience: Quality Over Quantity. Since candidates aren’t extremely senior (many have 3 to 5 years’ experience), what matters is the relevance and impact of what you’ve done. With no cover letter on the attachment checklist this year, your CV is carrying most of the load. Spotlight projects or roles where you made a difference related to ADB’s work. Maybe you worked on a climate policy, helped structure a financing deal, or conducted research on education outcomes. Whatever it is, make it clear how this prepares you to contribute at ADB. Use concrete achievements (with data if possible) to prove your value. If you have any international experience or work in developing countries, emphasize that, as it signals you can adapt to ADB’s regional context. Even internships in development can carry weight (and ADB now counts them toward the 3 years) if framed as practical experience. Now that said, since the age limit is 32, if you’re 25 years old and competing with a 32 year old then chances are you simply don’t have as much compelling experience. Realistically, most people recruited are in their 30s or late 20s. So don’t be disheartened if you’re in your 20s and don’t get it. Keep applying till you hit the age limit.

• Tailor Your Application to “ADB Language”: Familiarize yourself with how ADB describes its objectives and values. For example, ADB talks about supporting “inclusive, resilient, and sustainable” growth. Without parroting jargon, mirror some of this language in your application to show cultural fit. The 2026 vacancy points directly to the Competency Framework for Technical International level 1, so read it and make sure your CV and answers show evidence against those competencies. A one-size-fits-all generic application won’t cut it for YPP. You need to demonstrate you know what ADB is about.

• Ace the Online Tests: The psychometric and analytical assessments can be a major filter. Practice similar assessments beforehand. There are plenty of sample aptitude test questions and personality test examples online. Time management is crucial, as these tests are often timed. Read questions carefully and don’t spend too long on any single tough question. For personality portions, be honest but keep in mind the traits ADB wants (e.g., teamwork, leadership potential, integrity). There are no “right” answers in personality tests, but inconsistent or extreme answers might raise red flags. Stay calm and focused during these tests; a quiet environment and good internet connection are a must.

• Prepare for Behavioral Questions: A large part of the interview process (video and panel) will be behavioral questions aimed at understanding how you act in various situations. Use the STAR method (Situation, Task, Action, Result) to structure responses about your past experiences. Have a repertoire of stories ready: one showing leadership, one showing teamwork, one showing how you overcame a challenge, one failure and a lesson learned, etc. For example, think of a time you had a tight deadline and how you delivered (they often ask about handling pressure or time management), or a time you worked with people from different cultures, or when a project you led didn’t go as planned and what you did about it. Practice delivering these stories succinctly on camera for the video interview. The key is to demonstrate key competencies like problem-solving, teamwork, adaptability, and communication. ADB’s video interview questions often aim to gauge your personality and soft skills, so let your authenticity and enthusiasm come through.

• Build Your Knowledge of ADB and Development Issues: Before the final panel interview, study ADB inside out. I keep saying it, but I’ll say it again. Read up on ADB’s Strategy 2030, its major initiatives, recently approved projects, and any news or press releases. There’s a lot going on right now. ADB committed a record $29.3 billion in 2025, and its Capital Utilization Plan aims to lift annual lending from around $24 billion to more than $36 billion by 2034, with private sector operations growing from about a fifth to more than a quarter of the book. President Masato Kanda has also been pushing authority out to country offices. Know which countries ADB operates in and the general challenges they face. You should be able to talk about, say, how ADB is responding to climate change or promoting private sector development. Also, be aware of global development agendas (SDGs, etc.) and regional economic trends. In the interview, if someone asks, “How would you address the debt sustainability issues in low-income Asian countries?” or “How should ADB balance faster lending growth with the risks it takes on?”, you should be able to give a thoughtful answer. You don’t need to be an encyclopedia, but you must show that you understand the context in which ADB works. One or two pointed references (like mentioning a specific ADB project that inspired you) can leave a strong impression that you’ve done your homework.

• Anticipate Technical Questions in Your Field: The panel will likely include an expert in your area, so expect some technical questions to verify your depth of knowledge. Review the fundamentals and recent developments of your domain. If you’re an energy specialist, be ready to discuss stuff like the ASEAN Power Grid or renewable energy trends; if you’re an economist, brush up on macroeconomic indicators; if you’re from finance, be prepared for questions on development finance, etc. They might pose hypothetical scenarios (”How would you structure a project to improve access to clean water in rural areas?” or “What factors would you consider in evaluating a loan to a developing member country?”). Walk through your thought process clearly, showing both your expertise and your pragmatism. If you don’t know an answer, it’s better to outline how you would approach finding the answer than to bluff.

• Showcase Strong Communication and Cultural Sensitivity: ADB values people who can communicate effectively and work in diverse teams. In all interactions, be clear and concise in what you say. Avoid rambling. For non-native English speakers, practice speaking slowly and confidently. Also, convey that you’re collaborative and culturally aware. You might be directly asked about working in multicultural environments or dealing with conflict in a team. Use examples that show you respect different perspectives and can adapt to new environments. For instance, mention if you’ve worked or studied abroad, or collaborated with international colleagues successfully.

• Stay Professional and Positive: From your written application to the final interview, maintain a professional tone. Be confident in highlighting your achievements, but avoid arrogance. ADB is looking for team players, not lone stars. When discussing past experiences, even negative ones, focus on the positive outcomes or lessons. If asked about a weakness or a time you failed, be honest but show what you learned and how you improved. Keep your demeanor positive and solutions-oriented throughout.

• Logistics Matter: Treat the video interview and any virtual interactions just like an in-person meeting. Ensure you have a good internet connection, a quiet spot, and a neat appearance. Test your camera and microphone in advance. Little things like making good eye contact (i.e., looking at the camera), having proper lighting, and eliminating distractions can help convey your confidence and seriousness. For an in-person panel (if applicable), make sure to arrive early in Manila to acclimate, dress in professional attire, and bring copies of your resume or any required documents.

• Reach Out to Current/Former YPs (if possible): If you have access to anyone who has gone through the ADB YPP, try to get their insights. They might give you specific advice on what the interviews were like or what the program emphasizes. Even reading blogs or LinkedIn articles by former YPs can provide nuggets of wisdom and motivation. (Just remember, everyone’s experience can differ slightly, so use others’ insights as guidance, not gospel.)

• Have a Long-Term Vision: In your interactions, convey that you see the YPP as the beginning of a longer career at ADB. For example, in an interview you might say, “In the long term, I aspire to lead projects in [your field] and contribute to ADB’s mission of inclusive development.” ADB invests in YPs hoping they will stay on (and the program is now explicitly built around moving you into a regular position), so it helps to reassure them that you’re not viewing this as a short stint or a stepping stone to something else. Show that you’re eager to grow within the organization and take on increasing responsibilities.

By following these tips, you’ll present yourself as a compelling candidate who not only meets the criteria but also resonates with what ADB is looking for. It’s a tough process, but thorough preparation and genuine passion go a long way.

Benefits of Joining ADB YPP

Ok, let’s not beat around the bush here. One of the reasons the ADB YPP is so popular (beyond the impactful work) is the excellent compensation and benefits package that comes with being an ADB staff member. ADB’s terms for Young Professionals are on par with, or even above, many private sector jobs, ensuring you can focus on your role without financial worry. Here are some of the benefits you can expect as an ADB YP:

• Competitive Salary: ADB YPs receive a competitive international salary in US dollars, which ADB says is based on its own standards and comparator markets, taking into account your qualifications and experience. ADB doesn’t publish salary ranges for the YP1 and YP2 grades. What it does publish is its 2026 international staff salary structure (effective 1 January 2026), and the grade YPs move into once absorbed into a regular position, TI1, runs from $114,500 to $200,400 a year (midpoint $157,500). On tax: ADB salaries are generally not taxed at the national level, but ADB notes that tax obligations can vary depending on your citizenship, because some member countries (the United States being the best-known example) retain the right to tax their nationals. This is a generous package for early-career professionals, especially when combined with the additional benefits below.

• Relocation Assistance: Relocation to Manila is required, and the 2026 vacancy states that “all reasonable relocation expenses will be covered.” If you’re coming from outside the Philippines (which most YPs are), this typically includes plane tickets for you (and dependents, if any), shipment of household goods, and an installation allowance to help you settle in (from what I’ve heard, this can be around $20,000 all up). Moving to a new country is stressful, but ADB ensures the costs aren’t coming out of your pocket.

• Housing Allowance: ADB provides an accommodation allowance for international staff who relocate. ADB doesn’t publish the amount, but I’ve heard it’s around $3,000 per month. This helps cover rental costs in Manila. Essentially, part of your housing expense is subsidized, which is a significant perk.

• Education Allowance: If you have school-age children, ADB offers education assistance for up to 3 dependent children of international staff to help with international school fees, making it easier for those with families to transition.

• Health and Insurance Benefits: YPs receive comprehensive medical insurance for themselves and eligible dependents, with worldwide coverage for inpatient and outpatient treatment. ADB also highlights an onsite clinic at headquarters, fertility treatment coverage (including IVF), mental health support and annual physical exams. There are also life insurance and other insurance plans, offering financial protection in case of unforeseen events.

• Retirement Plan: You’ll be enrolled in ADB’s retirement plan, which is a hybrid plan combining defined benefits and defined contributions. Retirees also get medical insurance. If you stay on as a career staff member, this becomes a solid nest egg.

• Paid Leave: ADB’s leave policies are generous. You’ll get 26 days of annual leave. In addition, ADB provides sick leave, plus leave to care for sick dependents. There’s also up to 6 months of paid parental leave, with a further period of unpaid parental leave available, which is a great benefit for young professionals who may be starting families. Official holidays are also observed.

• Expatriate Benefits: As an international hire, you’re eligible for other perks, such as annual home country travel for you and eligible dependents. ADB also offers spouse employment support through its Expatriate Spouse Connect Program, which matters a lot if you’re relocating as a couple.

• Career Development Support: We mentioned training earlier. ADB covers the costs for you to attend workshops and courses, and it even supports staff pursuing master’s, doctoral and post-doctoral degrees. There’s an in-house training platform and short-term assignment opportunities too. By the end of the YPP, you’ll have a clear path if you’re continuing at ADB.

• Meaningful Work & Networking: Beyond monetary benefits, consider the intangible rewards. You will be working on projects that improve lives. E.g. clean energy, better roads, access to education, etc. The sense of purpose in ADB’s work is a benefit in itself that keeps many staff motivated. You’ll also build an incredible professional network, from your YP peers (who could become future leaders in ADB or other organizations) to seasoned experts and government officials. This network and experience are priceless for your long-term career.

Also, be prepared for a professional, mission-driven environment. ADB’s headquarters at 6 ADB Avenue in Mandaluyong has a somewhat corporate feel (lots of meetings, reports, and deadlines), but with the heart of a development organization. It’s formal in some ways (e.g., you may call people “Sir/Ma’am” in some Asian contexts, or at least initially; business attire is common, especially in meetings), yet collaborative and friendly day to day. People are passionate about their projects. As a YP, you might be the youngest in your team, but your voice will be welcomed if you show initiative and respect. The program coordinators and your managers will take an interest in your growth. Remember, they’re investing in you.

Final Thoughts

The Asian Development Bank Young Professionals Program is a gateway to an impactful career in international development. Few opportunities offer the blend of professional growth, hands-on experience, and mission-driven work that ADB YPP provides. You’ll be working on the front lines of development challenges in one of the world’s most dynamic regions, all while being groomed for leadership within a major international institution.

Getting in is undeniably challenging. The standards are high and the competition fierce. But, if you meet the criteria and are truly passionate about development in Asia and the Pacific, it’s an opportunity worth pursuing. Just don’t leave it too late: applications close on 30 September 2026.

If you saved our previous World Bank Young Professionals Program guide, now is the time to replace it. Several of the details that applicants build their plans around have changed.

Applications submitted this September are for entry in September 2027.

The closing date is 30 September 2026 at 11:59 p.m. UTC, as confirmed in the Bank’s current recruitment announcement. Obviously, you should put the deadline in your own time zone and give yourself a margin for uploading documents.

This guide brings together the current requirements and our advice on preparing an application. The advice is editorial guidance; it is not an inside account of how the selection committee scores candidates.

First, check whether you qualify

The Bank’s careers FAQ confirms that the YPP has no age limit. It also lists a master’s degree or equivalent and fluency in English among the requirements. The general nationality rule is citizenship of a World Bank Group member country.

• Experience: 2–6 qualifying full-time years by 1 September 2026, counted from your earliest post-undergraduate professional experience.

• Study: Graduate qualification completed before entry; relevant full-time doctoral research may count. Doctoral written work must be submitted before entry.

• Employment: Current WBG staff, including ST/ET appointments, and active independent contractors are ineligible.

• Family: Disclose covered relatives; employment-eligibility restrictions apply.

Check the official YPP eligibility rules and FAQ against your own history before drafting your statements.

If your experience includes overlapping jobs, part-time work or doctoral research alongside employment, prepare a dated chronology. Do not assume that a calendar year can be counted twice, or that an inconvenient earlier job can simply be omitted. For an ambiguous case, ask the recruitment team for a ruling rather than building an application around an interpretation from an applicant forum.

Do the same if you have worked for the Bank under a consultancy or another contract. Check your actual appointment status and dates. Previous advice treating consultancy as an automatic exception should not guide your decision.

What the programme offers

Young Professionals enter at grade GF on an initial two-year term appointment. The structure includes three eight-month rotations, covering the primary area of expertise, a cross-institutional assignment and at least one country-office placement. The Legal Vice Presidency’s programme description also outlines training through the YP Academy, coaching and mentorship.

Successful completion can lead to a further five-year placement, subject to performance. Entry is in Washington, DC; deferral is unavailable. Programme terms.

Think seriously about the country-office component before applying. Moving between assignments can affect a partner’s work, childcare and the timing of a degree. It is easier to work through those questions now than after an offer arrives.

Salary: use the published scale carefully

The FY2027 salary scale, published on 7 July 2026, lists the United States GF band as follows:

• Minimum: US$111,900 a year.

• Midpoint: US$159,900 a year.

• Maximum: US$207,900 a year.

These figures describe the published grade band. They do not establish a typical YP starting salary or entitle a new recruit to the midpoint. They are also a current reference, rather than a confirmed September 2027 offer: the scale applicable when this cohort joins may change.

YP compensation is not individually negotiable; the offer specifies your package. Compensation FAQ.

The Bank’s benefits page describes retirement provision, medical and dental coverage, life and disability insurance, paid leave, and relocation support for internationally recruited staff. Eligibility and appointment terms matter. When comparing an eventual offer with your current job, include pension contributions, insurance costs and the practical cost of moving.

Choose a stream you can defend

The tracks are Operations and Specialized Functions. Submit one application, choosing a primary stream and up to two alternatives. Duplicate applications disqualify. Stream guidance.

Start with the actual vacancy requirements. A useful exercise is to put each requirement on the left of a page and one piece of evidence from your work on the right. Where the right-hand column stays empty, you have found a gap that a polished essay will struggle to fix.

The distinction between general eligibility and stream requirements matters. For example, the Legal Vice Presidency describes its ideal candidate as having four to six years of relevant experience, an LLM, J.D. or equivalent, and admission to practice in at least one jurisdiction.

For any stream, ask yourself: could I spend half an hour discussing the technical decisions in my strongest project with someone who works in this field? If the answer is yes, you have useful material. If most of your answer would concern a field you hope to enter someday, reconsider the fit.

Prepare the application materials

Prepare a CV (maximum two pages), passport photo page and postgraduate academic evidence. There are two statements, each up to 400 words; two references are requested if shortlisted. Application requirements.

Open the live form and copy the exact prompts into your working document. A response written for an older question may be elegant and still fail to answer what is being asked this year.

For your CV, give the most space to work that helps a reader assess your suitability for the stream. Explain what you did, what judgement it required and what happened. Keep the distinction between your contribution and the team’s achievement clear.

Here is an illustrative way to improve a vague description, using only details that would need to be true of your own experience:

Instead of “supported education reform”, explain that you analysed district attendance data, identified where records were incomplete and revised the estimates used in the team’s funding recommendation.

The second version gives an interviewer something to examine. It also leaves room for an honest discussion of limits. You do not need to claim that you personally transformed a national education system.

Write statements that show how you work

Make an evidence bank before writing full paragraphs. Choose a few episodes: a difficult technical problem, a disagreement you helped resolve, a decision made with incomplete information, and something that did not go to plan.

For each one, jot down the situation, your responsibility, your action and the result. Then add the part candidates often leave out: why you chose that action over the alternatives.

That last sentence can carry more weight than another paragraph about your enthusiasm. A reader can understand your judgement when you explain why you rejected an unreliable dataset, changed a financial assumption or consulted a group the original project design had overlooked.

Connect your motivation to work you understand. Read a project document or analytical report relevant to your stream and ask what you could contribute to that kind of assignment. Name-dropping a report is less useful than recognising a problem it raises and relating it to your own experience.

For doctoral candidates, practise describing the purpose of your research before explaining the method. Someone outside your narrow specialism should be able to understand the decision your findings might inform, the strength of the evidence and where it stops.

The selection timeline

• October 2026: screening, then initial assessments.

• December–January: interviews and assessment centres.

• Late January–early February 2027: selection notifications.

Use the published selection timeline for planning, and your invitation for the arrangements that apply to you.

Our preparation advice is to rehearse both a short explanation and a deeper technical discussion of your work. Record a two-minute answer, listen back and remove anything that delays the point. Then ask a colleague to challenge your assumptions for ten minutes.

For case practice, make yourself state the objective, identify the missing information, compare feasible options and recommend a next step. A recommendation that acknowledges uncertainty is more useful than a confident answer built on assumptions you have never checked.

In a group exercise, practise helping the group reach a decision. Keep track of time, invite a quieter colleague’s view and summarise where the discussion stands. Speaking frequently and contributing usefully are different skills.

Finally, prepare an example of changing your mind. Being able to explain what evidence persuaded you, and what you would now do differently, is a good test of whether your account sounds like real professional experience.

Before you press submit

1. Reconcile your dates. Your CV, academic documents and form should tell the same story.

2. Check the stream requirements. Make sure the application demonstrates the qualifications the vacancy actually requests.

3. Read each answer beside its prompt. Cut interesting material that does not help answer the question.

4. Check every upload. Open the final files and confirm they are readable and complete.

5. Submit with time to spare. Save a copy of your answers and the submission acknowledgement.

If the YPP does not work out

Keep applying for other suitable roles while the selection process runs. The Bank’s careers FAQ points applicants to advertised staff and temporary or consulting opportunities, and explains how to set up job alerts.

Evaluate each opportunity on its own terms: the work, the supervisor, the experience you would gain and the contract being offered. A consultancy can be worthwhile without becoming a staff appointment. Do not plan your career around an assumed sequence of promotions between contract types.

While the World Bank cuts consultants and the UN cuts posts, the Asian Development Bank is doing the opposite. A plan to grow lending by half by 2034, a charter amendment, a new human resources framework and a president who wants staff out of headquarters have combined into a hiring surge with no equal in the development world. This is the story of how it happened and what the bank is looking for.

The address is 6 ADB Avenue, Mandaluyong City, Metro Manila, and for most of the Asian Development Bank’s sixty years it was a place that hired carefully. A hundred people in a good year. Two hundred in a very good one. The bank grew, from roughly 2,600 staff in 2009 to about 4,300 in 2025, but it grew the way institutions grow, a department at a time, and the systems that ran it were designed for something smaller.

Then, in 2025, the gate opened. The bank advertised what its director of talent management, Niny Khor, called a “record high” of more than 800 positions. It posted more jobs on Devex’s board than any other development employer that year. And when Devex asked her early in 2026 what came next, the answer was 700 more. “Now is an excellent time to apply,” she said, which is not a sentence development bank HR directors say very often.

To understand why, you have to go back to a board decision taken before the current president had even arrived. On 18 February 2025 the ADB approved its Capital Utilization Plan. The name is dull and the content is not. The plan laid out a path from $24 billion of annual financing commitments in 2024 to more than $36 billion by 2034, an expansion of 50 percent, without any new money from shareholders. It could do that because of capital management reforms in 2023 that had loosened the bank’s own rules on how much it could lend against the capital it already had. Masatsugu Asakawa, then in his final days as president, called it “a dynamic plan” that “enables us to make strategic investments to address complex challenges”. Buried in the announcement was the line that matters for this story. The plan “envisions a sharp increase in ADB’s lending commitments over the next two to three years, supported by an expansion in staff and technical assistance resources”. Private sector operations, the part of the bank that lends to companies rather than governments, were to rise from 20 percent of commitments to 27 percent over the decade.

Six days later Masato Kanda walked in.

Kanda, Japan’s former vice minister of finance for international affairs and for years its top currency diplomat, had been elected by the Board of Governors on 28 November 2024 and took office on 24 February 2025 to serve out the remainder of Asakawa’s term. He inherited a bank that had just promised to grow by half, and he treated the promise as a floor. In his first year the bank committed $29.3 billion from its own resources, 20 percent more than in 2024, with partners adding $14.7 billion for a total of $44 billion. The bank announced $10 billion for the ASEAN Power Grid and more than $10 billion for the CAREC programme across Central Asia, and delivered $14 billion of a $40 billion food systems pledge. It rewrote its energy policy to allow nuclear power for the first time, launched a new environmental and social framework, and signed a first-of-its-kind agreement with the World Bank Group under which each institution relies entirely on the other’s systems when they co-finance a sovereign project. And the governors agreed the first amendment to the bank’s charter in its history, the legal step that turned the 50 percent expansion from a plan into a permission.

None of that happens without people, and the bank’s own budget documents had already said so. The 2025 to 2027 work programme and budget framework identified 390 additional positions, which the bank described as the largest staffing increase in more than a decade. That is how 390 new posts turn into 800 advertisements: the new positions plus the normal churn of an institution of 4,300. The 700 of 2026 are the second tranche.

What Kanda added was a view about where those people should sit. “I am radically empowering country directors on the ground, giving them greater authority over approvals, human resource management and technical assistance funds,” he said in May 2026, describing the changes as “quite dramatic” and confirming that more staff were being moved from headquarters to the field. The bank has opened or upgraded offices in the Solomon Islands, Fiji, Papua New Guinea, Laos, Georgia and Uzbekistan. In July 2026 it approved a resident mission in Türkiye, and on 2 July it announced a North Pacific Subregional Office in Pohnpei, in the Federated States of Micronesia, to be led by a regional director and operational by the end of the year, covering Micronesia, the Marshall Islands and Palau. Emma Veve, the bank’s director general for the Pacific, said the office would “help to unlock more public and private financing for development” in a part of the world where the bank had committed $841 million cumulatively by March 2026. The appointments keep coming: a new country director for Mongolia on 10 August, another for Timor-Leste on 17 August, with Bangladesh and Azerbaijan earlier in the year.

The second thing Kanda added was a rulebook for how the bank treats the people it hires. On 30 January 2026 the board endorsed a Strategic Human Resource Framework, organised around seven stages of what the bank calls the staff journey, from workforce planning and recruitment through to departure. “From the moment a candidate considers joining us and throughout the whole employment lifecycle, we are committed to providing care and support, given our people are ADB’s most important institutional asset,” Kanda said. The aim, he said, was a workplace “highly attractive to the best global talent”. The framework commits the bank to track recruitment timeliness, learning access and staff experience, and it explicitly promotes mobility between headquarters and field offices. The Budget, People, and Management Systems Department is running the rollout. If you have ever waited five months for an ADB recruitment to conclude, recruitment timeliness becoming a tracked indicator is the most practical sentence in the document.

Then, on 22 April 2026, Kanda announced he would stand for a full term. “In this time of radical transformation where the development landscape is threatened by multiple, compounding shocks, the Asian Development Bank provides an anchor of stability for our developing member countries,” he said. Nominations ran from 1 June to 1 July. He was the only name put forward. The governors voted between 2 July and 31 August on giving him five years from 24 November 2026, and the bank has continued at full speed through the voting period: a five-year deal with a group of global insurers on 31 July to free up $2.5 billion of lending capacity for small businesses and affordable housing, and $800 million on 11 August for the Philippines and the Maldives as the Middle East conflict hit their budgets.

So what, exactly, is the bank hiring? Khor’s answer to Devex was specific in one respect. The bank wants digital fluency across every profession, “engineers who are digitally savvy and lawyers who understand AI”, rather than a separate tribe of technologists. Beyond that, the shape of the demand follows the shape of the plan. Private sector operations growing from a fifth to more than a quarter of a much larger book means investment officers, credit and risk analysts, and people who have closed transactions with financial institutions, because the insurer deal and the master framework it expands are built around lending through banks to borrowers the bank cannot reach directly. The power grid and connectivity initiatives mean energy economists, transmission engineers and regional cooperation specialists. The food systems commitment means agriculture and water. The decentralisation means that a meaningful share of the 700 are not in Manila at all but in Pohnpei, Tashkent, Tbilisi and Port Moresby, where the bank is short of the country economists, project officers and procurement and safeguards specialists that a country director needs in order to use the authority he or she has just been handed.

Most of the roles, Khor said, will still be in Manila, and that is where the mechanics matter. ADB recruits through its own portal, the ADB Career and Employment System, and the honest advice is to set up alerts and apply early, because with 700 openings in a year the bank is reading applications continuously rather than in seasons. The Young Professionals Program is the structured entry route: a three-year fixed-term appointment at headquarters or another duty station, open to candidates under 32 with at least three years of relevant experience, including internships, recruited through an online assessment, a recorded video interview and then panel interviews in the first quarter of the year. The appointment can be extended once or converted to a regular position at the bank’s discretion. Below that is the internship programme for master’s and PhD students enrolled at a school in an ADB member country, which for the 2026 cohort closed in mid-March.

There is a catch, and Kanda knows it. A bank that has advertised 1,500 positions in two years on a base of 4,300 is a bank where a large share of the staff are new to the institution, its culture and its systems, at the very moment it is pushing authority out to country offices and asking the whole machine to lend half as much again. The human resources framework exists because the board could see that risk. Whether care and support survive contact with 700 onboardings is an open question.

But for a job seeker the arithmetic is simple. The World Bank is ending 22,000 short-term consultancies and the UN is cutting thousands of posts, while the ADB is hiring 700 people and has told you in public that now is a good time to ask. Six ADB Avenue has not been this open in sixty years.

On 1 September 2026 the African Development Bank woke up with a new organisation chart. The reform, approved by the boards and driven by a president who spent a decade running a smaller bank his own way, moves decision-making out of Abidjan and into eight regional centres. The Bank has 2,263 staff and says it does not have enough. Here is what the reshuffle means for the people it will hire next.

Sidi Ould Tah took the oath as the ninth president of the African Development Bank on 1 September 2025. Exactly twelve months later the institution he inherited stopped existing in its old form. That is not a coincidence. Every new president of a development bank redraws some boxes, but the reorganisation that took effect on 1 September 2026 is, by the account of the people who cover the Bank most closely, of a different order from the usual tidying.

Financial Afrik, whose publisher Adama Wade broke the story on 14 August, described the shape of it in a single sentence. The Bank “redistributes decision-making centres around two Managing Directors, six vice-presidential complexes and eight Regional Growth Poles”. The boards of directors had approved it. The purpose, in the words of the same report, was to bring decision-making closer to the field. Africtelegraph, following up the same day, added the internal rationale: clarify the lines of authority, speed up the chain of decision, and point teams at the mandates the president considers priorities.

To understand why that matters you have to see what it replaced. The structure the Bank ran until the end of August was approved in May 2022, near the end of Akinwumi Adesina’s presidency. It had a presidency, a senior vice presidency and eight vice presidencies: Regional Development, Integration and Business Delivery; Power, Energy, Climate and Green Growth; Agriculture, Human and Social Development; Private Sector, Infrastructure and Industrialisation; Economic Governance and Knowledge Management, run by the chief economist; Finance; Technology and Corporate Services; and People and Talent Management. Operations ran through five regional hubs, for Central, East, North, Southern and West Africa, with Nigeria as a country department of its own. Those hubs were themselves the product of Adesina’s big reform, the Development and Business Delivery Model of 2016, which the then-president sold to staff as a way to “get closer to our regional member countries, decentralise decision-making and accelerate project and program development, financing and disbursements”, and to work “on the front lines, not from the headquarters in Abidjan”.

Ten years on, a new president has looked at five hubs and decided the answer is eight, with the word “growth” bolted on to tell you what they’re for. The senior vice presidency, which under Marie-Laure Akin-Olugbade has provided day-to-day oversight since October 2024, is being joined at the top by a pair of managing directors. Whether that means the senior vice presidency goes, or shares the floor, is one of several details that have not been laid out in public. What is clear is that eight complexes have become six and the regional layer has been thickened rather than thinned.

Ould Tah came to the job with a particular way of doing things. He was born in 1964 in Mauritania, took a doctorate in economics at Nice, audited the port of Nouakchott in the early 1990s, spent years at the Islamic Development Bank in Jeddah and served as Mauritania’s minister of economy and finance from July 2008 until 2015. Then, for almost ten years from July 2015, he ran the Arab Bank for Economic Development in Africa, BADEA, an Arab-funded lender that under him grew its assets from $4 billion to close to $7 billion and collected AA+ and AAA ratings. He won the AfDB presidency on 29 May 2025 with more than 76 percent of the vote, the largest first-term margin in the Bank’s history, on the strength of support that ran from Cairo to Riyadh. Africtelegraph’s summary of his reputation is “a rigorous manager and a skilled negotiator with Gulf funders”, and that reputation is now being applied to an institution of 81 shareholders, 54 of them African.

The reorganisation did not come from nowhere. It was trailed on 3 June, five days after the Brazzaville annual meetings closed, when Financial Afrik reported that Ould Tah had sent staff a message unveiling a series of reforms and had started an overhaul of the organisation chart. The governors had just endorsed his Four Cardinal Points, the strategy built around access to capital, reform of African and global financial systems, the demographic dividend, and climate-resilient infrastructure with local processing of natural resources. Hanging off that is the New African Financial Architecture, the framework meant to mobilise the continent’s own pension funds, sovereign funds and savings, much of it currently invested outside Africa, and to stitch together more than 100 national and regional development finance institutions that currently duplicate each other. You cannot run that agenda from eight sectoral silos in Abidjan. You run it from places where the pension funds and the national development banks actually are.

That is the logic of a growth pole. Instead of a hub that processes projects for a region, a centre that sits with the region’s governments and financiers and originates deals. Ould Tah has said for years that Africa’s foreign exchange reserves, sovereign wealth and tax revenues are under-used for long-term investment. The instruments he favours, guarantees, co-financing and partnerships with national public banks, are instruments that get structured close to the client. In January 2026 the Bank held its first meeting under his presidency with the Arab development finance institutions, the start of a structured partnership with the Arab Coordination Group, and it is moving to enlarge its stake in the African Trade and Investment Development Insurance agency, which insures investments. Both are about bringing other people’s money onto the Bank’s deals. Both need staff who can do that.

Which is where the staffing numbers come in, and they are not flattering. At the end of December 2025 the Bank had 2,263 staff from 77 countries. That is up sharply, from 1,798 in 2023 and 1,897 in 2024, and the growth is continuing. But the Bank’s own disclosures, analysed by Business Daily in Nairobi, contain an admission you rarely see an institution make in writing. “Staffing and budget constraints remain a challenge for field missions, especially in providing adequate implementation support to clients and borrowers.” Increasing headcount, the Bank says, remains a priority. The nationality breakdown shows where the institution currently lives. Ivorians, who host the headquarters, are the largest group at 347. Tunisia, where the Bank spent its exile years until 2014, is second at 127. Kenya and Nigeria are joint third at 124. Last year the Bank hired 19 Ivorians, six Ugandans, four Tunisians and a single Kenyan.

Put those facts together and the reorganisation starts to look like a recruitment plan. A structure with eight regional growth poles instead of five hubs needs more senior people outside Abidjan, not fewer: directors general, lead economists, country managers, investment officers and the operational staff that the Bank concedes its field missions lack. The 2016 decentralisation was evaluated by the Bank’s own Independent Development Evaluation unit in a report published in February 2026, and the fact that the new president has chosen to push further rather than pull back suggests the verdict was that the field is where the work is, and that the field is short-handed.

For someone trying to get in, that points in specific directions. The regional poles will need people who can originate and structure transactions with African institutional investors, which means capital markets experience, guarantee structuring, local-currency financing and the ability to sit across from a pension fund trustee in Lagos or Nairobi and explain why an infrastructure bond is a reasonable place for their members’ retirement savings. Gulf experience will count for more than it used to, because the president’s network and the Arab Coordination Group partnership run through Riyadh, Jeddah and Kuwait. Then there is nationality, and the premium on countries the Bank is under-represented in. The disclosures show that Egypt, the largest shareholder at 8.49 percent, has just 21 staff at the Bank. Germany, the fourth-largest shareholder, has eight. The Bank notices these things, and so do its executive directors.

The front door is the Young Professionals Program, which the Bank describes as a diversity-focused talent pipeline. The most recent cycle, for 2026, was a three-year assignment at grade PL6 rotating across complexes in Abidjan and other African duty stations, open to candidates aged 32 or under with a master’s degree, with applications closing at the end of November 2025. If the pattern holds, the next window opens this autumn, and it will be the first cohort recruited into the new structure. Women and nationals of under-represented member countries are explicitly encouraged, which in the light of the numbers above is not a formality.

The honest caveat is that reorganisations are slow and messy, and this one is not yet fully legible from the outside. Africtelegraph’s own reporting noted that redrawing portfolios and moving senior managers “can slow operational execution in the short term”, and that the success of the reform will depend “as much on the quality of recruitment as on the speed of execution of approved projects”. The first test is the African Development Fund, the concessional window for low-income countries, which closed a record $11 billion replenishment in London in December 2025. Donors will watch whether that money moves faster through eight poles than it did through five. The second is whether the poles actually get the authority that Adesina promised five hubs in 2016 and that, a decade later, staff in the field evidently felt they still did not have.

Ould Tah has had a year. He used it to build a map. The next year is about who he puts on it.

On 1 July 2026 Pierre-Olivier Gourinchas cleared his desk at the IMF and went back to Berkeley. Six days later Kristalina Georgieva named a Tucumán-born professor from the London School of Economics to replace him, and on 10 August Silvana Tenreyro walked into the Research Department with a war, a tariff regime and an AI boom waiting on the desk. This is who she is, why the Fund chose her, and what it means if you want to be one of the economists who works for her.

On Friday 26 June 2026 Pierre-Olivier Gourinchas gave Reuters an exit interview. He had four days left as the IMF’s chief economist and he used them to say something economists in his position usually avoid. Twice during his tenure, he said, the Fund had declined to publish a baseline forecast for the world economy, in April 2025 after the United States upended global trade with tariffs and again in April 2026 with the Strait of Hormuz closed and oil above $100. Both times the Fund had published scenarios instead. There was, he told Andrea Shalal, “little historical precedent on which to base a credible baseline forecast”, which meant economists had to “be humble” and map out a range of outcomes. “We don’t want to do it too often.” He also said what he thought about the tools the Americans had been using. Tariffs and sanctions, he said, give you “leverage in the short term, and then actors on the other side respond. They are not passive.” In the medium to long term, “they almost never work.”

Then he left. Georgieva’s farewell statement, issued when his departure was announced on 1 May, credited him with “exceptional intellectual leadership at a time of extraordinary global uncertainty”, listed the things built on his watch, the AI Preparedness Index, the Structural Reforms Impact Tool, a data hub and a new generation of macroeconomic models, and singled out the alternative scenarios on the Middle East war that “informed policy discussions during the recent Spring Meetings”. Four years is normal for the job. Gita Gopinath did three. Olivier Blanchard did seven.

What was not normal was the context. Gopinath, the first woman to hold the chief economist post and later the Fund’s first deputy managing director, had herself left on 22 August 2025 to return to Harvard. She was replaced in October by Dan Katz, who had been chief of staff to Treasury Secretary Scott Bessent, the same Bessent who in April 2025 had told the Institute of International Finance that “mission creep has knocked these institutions off course”. So when Gourinchas went, the Fund had turned over both of its senior economic posts inside a year, one of them to the US Treasury’s nominee, and the research job was the one left to fill on Georgieva’s own terms.

She took six days. On 7 July the Fund announced that Silvana Tenreyro, the James E. Meade Professor of Economics at the LSE, would become Economic Counsellor and Director of the Research Department from 10 August. “Silvana is a globally respected economist who combines outstanding academic achievements with extensive policy making experience and a close engagement with leading international institutions,” Georgieva said. “At a time of profound transformation and heightened uncertainty in the global economy, Silvana’s mix of intellectual leadership and policy experience will help ensure that the Fund’s analytical work and multilateral surveillance and policy advice will remain at the cutting edge in support of our membership.”

Tenreyro’s own statement, released through the LSE two days later, was shorter and had a personal edge. “I am delighted to join the IMF, and I will do my best to help advance the Fund’s mission of stability, economic growth and shared prosperity. This wouldn’t have happened without LSE, where like nowhere else, it is possible to combine rigorous academic work while being engaged in policy.”

The biography explains the choice. Tenreyro was born in San Miguel de Tucumán in the north of Argentina, took her first degree summa cum laude at the National University of Tucumán in 1997, and went to Harvard for a master’s and a doctorate supervised by Robert Barro, Alberto Alesina and Kenneth Rogoff. She worked as an economist at the Federal Reserve Bank of Boston from 2002 to 2004, then moved to the LSE, where she has been on the faculty since. She sat on the monetary policy committee of the Bank of Mauritius from 2012 to 2014, which is the kind of line that only appears on the CV of someone who says yes to small central banks because they are interesting. She was president of the European Economic Association in 2021 and a fellow of the British Academy, the Econometric Society and the Royal Economic Society. The prizes include the Yrjö Jahnsson Award, the Birgit Grodal Award and, from the Kiel Institute, the Bernhard Harms Prize, whose president Moritz Schularick praised her research for deepening “our understanding of how diversification and the nature of shocks shape economic growth and welfare in both emerging and advanced economies”. She holds Argentine, Italian and British passports.

The part of the CV the markets remember is the Bank of England. From July 2017 to July 2023 Tenreyro was an external member of the Monetary Policy Committee, two full terms, and she spent the last eighteen months of them as the nine-member panel’s most consistent voice against raising rates. Bloomberg called her the Bank’s “arch dove”. In February 2023 she voted to hold at 3.5 percent while her colleagues went to 4. In May 2023 she voted to hold at 4.25 while they went to 4.5. She said in public that rates at 4 percent were “too high” and that the risk was the Bank had overtightened and would push inflation below its 2 percent target in the medium term. She was outvoted every time, and then the Bank cut, and then the argument got more interesting than it had seemed at the time.

Since leaving Threadneedle Street she has added one more line that nobody at the Fund has missed. In 2025 she joined the Economic Advisory Council of Anthropic, the AI company, advising on what the technology does to labour markets and growth. The Fund’s own July outlook, published on 8 July by Petya Koeva Brooks, the Research Department’s deputy director, and Deniz Igan, a division chief, in the gap between chief economists, was titled “Global Economy in Crosscurrents of War and Technology”. Global growth of 3.0 percent this year and 3.4 next, against 3.5 on average in 2024 and 2025, with the energy shock from the Middle East war on one side and an AI-driven investment boom on the other, and emerging economies slowing to 3.8 percent before recovering to 4.5 in 2027. Georgieva has hired a chief economist whose last two jobs were the two forces in that title.

Now the part that matters if you’re not a professor.

The Research Department is the most academic corner of an institution that employs around 3,100 people from over 162 countries, and its director sets the tone for the kind of economist the Fund values. Tenreyro’s appointment is a statement that the Fund still wants the monetary transmission and trade theorists, but it also tells you what else is being asked for. Her published work is on volatility, diversification and how shocks propagate through emerging economies, which is close to the questions the Fund’s country teams are being asked every week about energy importers in South Asia and the Gulf. Her AI work matches a department that built an AI Preparedness Index under Gourinchas and will now be run by someone who has been in the room with the companies building the models. And her communication record, the thing Georgieva praised twice in one press release, calling her “an exceptional leader and communicator” admired for “openness to diverse perspectives”, is a hint about the Fund’s own nervousness after two years of publishing scenarios instead of forecasts. The next chief economist’s job is to get the Fund back to saying what it thinks, clearly, and to have the standing to defend it.

The door into that department, and into the Fund more generally, is the Economist Program. It is a three-year appointment made up of two 18-month assignments in different departments, designed, in the Fund’s words, to build its future leaders. The 2026 intake starts on 8 September, and the bar is precise: a PhD completed within a year of joining, in macroeconomics, finance, public finance, monetary or international economics, trade, political economy, econometrics or the Fund’s newer areas of poverty and macro-climate; an excellent academic record; strong English; nationality of a member country; and an age below 34 at entry. The Fund Internship Program takes doctoral students for the summer and feeds the same pipeline. There is nothing like the World Bank’s old side door through short-term consulting. You come in through the EP, through a mid-career economist posting, or not at all.

There is a sharper implication in Tenreyro’s arrival for anyone in the middle of a PhD. The Fund has chosen a chief economist who arrives with a formal AI advisory role on her CV. The research questions that will get attention and budget under her are the ones about what technology investment does to productivity, wages and the current account in countries at very different stages of development, and the ones about how a small open economy survives a shock it did not cause. If your dissertation is on the macroeconomics of AI adoption in emerging markets, or on commodity shocks and diversification, you are writing for the department’s new director whether you know it or not.

Tenreyro inherits a department that spent April drawing three versions of the future because it could not bring itself to pick one. Gourinchas said the Fund should do that rarely. Her first World Economic Outlook is due at the Annual Meetings in Bangkok next week. That is where we find out whether the arch dove is also willing to be the one who commits.

In the week of 20 July 2026 the World Bank's board looked over a plan to cap lending to China at $2 billion and then end it for good. There was no vote, because none was needed. The decision closes a relationship that once made China the Bank's biggest borrower, and it tells you where the institution's jobs are heading next.

On 24 June 1981 the World Bank approved its first loan to the People’s Republic of China. It was $200 million, split evenly between a loan from the Bank’s main lending arm and a credit from its concessional window, and it was for universities. China wanted engineers and scientists, and the Bank, which China had joined only the year before, wanted a foothold in the largest country on earth.

Nobody in that boardroom could have guessed how the next four decades would go. By the Bank’s 1991 financial year China was getting more money than any other country, $978 million in concessional credits in a single year, more even than India. By 2011 it had borrowed $39.8 billion from the Bank’s market-rate arm, the International Bank for Reconstruction and Development. And somewhere along the way the relationship flipped. China stopped qualifying for the cheap IDA money in 2000, started paying into IDA in 2007, and under the latest replenishment it put in $1.5 billion, which makes it the fifth-largest donor to the fund for the world’s poorest countries. It is also the Bank’s third-largest shareholder.

So the question was never whether the lending would end. It was when, and on whose terms. The Americans had been asking for years. In December 2019 the board endorsed a five-year plan that kept lending to China at between $1 billion and $1.5 billion a year, and Steven Mnuchin, then Treasury Secretary, told a House committee that the US representative had objected and that he wanted China “graduated” from the Bank’s programmes. The decline, he argued, was not fast enough for a country that was lending hundreds of billions of dollars of its own through the Belt and Road. The plan went through anyway.

Scott Bessent picked the argument up again on 23 April 2025, in a speech to the Institute of International Finance that was really a speech to the World Bank across the street. Treating China, “the second-largest economy in the world”, as a developing country was “absurd”, he said. “There is no justification for this continued lending. It siphons off resources from higher priorities and crowds out the development of private markets.” The Bank, he said, needed firm graduation timelines for countries that had long since met the criteria.

Graduation is a real policy at the Bank, with a threshold attached. The 2018 capital increase that shareholders approved came with a promise to taper lending to countries above an income threshold, and by then China was well past it on a national basis. The catch, which Scott Morris and Gailyn Portelance of the Center for Global Development pointed out in a 2019 paper, was that a slight majority of the Bank’s China projects sat in provinces whose incomes were below that line. China at a national level was rich. Parts of it were not. The Bank used that gap to keep lending, shrinking the programme each year without ever quite stopping.

The numbers tell the story of the slowdown. Lending to China peaked at $2.42 billion in 2017. By 2025 it was $750 million. Then, on 30 June 2026, the Financial Times reported that the end had a date. AFP confirmed it the same evening through a source, and Reuters followed on 1 July with three. The new country partnership framework, the five-year document in which the Bank and a government agree what they’ll work on together, would cap total lending to China at $2 billion between now and 2031 and end it after that. A World Bank official speaking anonymously put it as gently as the institution could manage. “China has made significant development advances over the past several decades. Now we are reaching a new phase of our relationship, reflecting that reality.” And then the line that matters for anyone who works there: “The World Bank’s role is shifting from lender to knowledge partner, in line with China’s development trajectory.”

Washington did not bother with gentle. A Treasury spokesperson called it “a step in the right direction” and said the US looked forward to other institutions following suit. “As the second-largest economy in the world, China should not be receiving handouts from multilateral institutions.” A senior US official named names, calling for the Asian Development Bank, the International Fund for Agricultural Development and UN agencies to stop too. French Hill, chairman of the House Financial Services Committee, issued a statement the same day. “I’m pleased to see the World Bank take long overdue steps to restore common sense policies. As the world’s largest official creditor, China should not benefit from development financing intended for countries in greater need. Following the World Bank’s decision, I hope the Asian Development Bank will quickly follow suit.”

Beijing’s response was a study in not caring, or at least in looking like it. China’s finance ministry said on 1 July that the decline in World Bank loans was “the natural result of changing domestic needs and the transformation of bilateral cooperation”, in line with international practice, and that China would “place greater emphasis on knowledge cooperation” while keeping up its work with the Bank on global challenges.

There is a detail here that most of the coverage missed. Two weeks earlier, on 16 June, the Bank had agreed almost exactly the same thing with Poland. Warsaw gets $6.75 billion through 2031 and then graduates from IBRD. Poland is a high-income EU member and the decision caused barely a ripple. China’s, with the same end date and the same mechanism, made headlines from Washington to Shanghai. The template was built for one and applied to the other.

The board discussion came in the week of 20 July, and on 23 July the Bank published what it was willing to say in public. The framework runs from 2026 to 2031 and “marks a new phase in a 45-year partnership”. Three priorities: productivity-led growth and better jobs, human capital and social protection for a population that is ageing fast, and resilient infrastructure alongside the protection of ecosystems. Then the sentence everyone was waiting for. “IBRD lending will continue to phase down during the CPF period, not exceeding US$2 billion. In principle, no further borrowing is expected from IBRD by the end of the CPF period.”

Anna Bjerde, the Bank’s managing director of operations and the most senior official to put her name to the change, framed it as continuity. “China has had a remarkable development journey over the past four decades. As our partnership evolves, we are increasingly focused on knowledge, innovation, and shared solutions.” And later: “As China tackles the challenges of an aging society, a shifting economy, and other development priorities, we will work alongside it to generate ideas that matter not just for China, but for emerging markets around the world.” Liao Min, China’s vice minister of finance, said China would “continue to deepen comprehensive collaboration” with the Bank Group and described the aim as a partnership that supports other developing countries as well as China itself.

Read those two statements side by side and you can pretty much see the deal. The lending ends, but the office stays. What it does changes.

This is the part that matters if you want to work in development finance. The World Bank’s Beijing office, on the sixteenth floor of China World Office 2, has for decades been a lending shop: task team leaders, procurement and safeguards specialists, financial management staff, the people who take a $300 million road or water project from concept note to board approval and then supervise it for six years. A $2 billion envelope spread over five years, shrinking every year, does not need many of those people. It needs the other kind.

The other kind already exists at the Bank, and China has been building it for years. The China–World Bank Group Global Center for Ecological Systems and Transitions, launched in December 2024 with the finance ministry, packages China’s experience in ecosystem restoration, water and agricultural productivity for other countries, and the 23 July statement names it as the vehicle for expanded knowledge sharing. In April 2026 China signed a $3 million contribution to the Bank’s Knowledge for Change Program, a research trust fund running since 2002 that has put over $95 million into nearly 500 projects. Both are the same bet. China’s value to the Bank after 2031 is as a source of answers rather than a borrower of money.

The Bank’s own personnel moves say the same thing. On 6 July it appointed Tatiana Rosito, a Brazilian who had been vice minister at Brazil’s finance ministry and its G20 finance deputy in 2024, as the new director for China, Mongolia and Korea, based in Beijing from 1 July. Her title is division director, not country director, a change that reflects the reorganisation Ajay Banga has been pushing through since 2023. She has spent more than twelve years in China and Asia, and her first statement put “promoting global knowledge sharing” in the middle of the job description. The press release that announced her also spells out the model for where Beijing is going: the Bank’s Korea office, which stopped being about lending long ago and now describes itself as “a global center for innovation and technology for sustainable development”, channelling Korean expertise and trust fund money to client countries.

Here’s what that does to the jobs. The ones that grow in a post-lending China programme are the ones attached to knowledge products and paid advisory work. Reimbursable advisory services, where a government pays the Bank for a piece of analysis or a reform design, are the Bank’s main tool for richer members, and they need economists, sector specialists and policy analysts who can write for a ministry rather than a board. The ageing agenda is a clear opening: pension economists, health financing specialists and social protection people with experience in fast-ageing societies will find China a demanding and well-resourced client. So will ecologists, water engineers and agricultural economists who can turn China’s programmes into lessons for Africa and South Asia, which is exactly what the global center was set up to do. The jobs that shrink are the ones that follow the loan pipeline. If your plan was to build a career as a task team leader on China infrastructure, that road runs out in 2031, and it gets narrow well before then.

There’s a wider lesson in the Poland precedent too. The Bank has now written the same clause into two frameworks in five weeks: lend a fixed envelope, taper it, stop after 2031, keep the office for advice. Bessent asked for firm graduation timelines and the Bank has shown it knows how to draft one. Several other upper-middle-income borrowers are watching, and so should anyone whose career is tied to lending in countries that sit above the income threshold. The direction at the Bank, visible in the consultant overhaul, in the integration of its public and private arms and now in this, is toward fewer people managing loans in rich-ish countries and more people producing knowledge for poor ones.

And the ADB question is open. Hill wants Manila to follow. The Bank’s China office has a plan for life after lending. It is not obvious that the ADB’s does yet.

In 1981 the first loan paid for universities. Forty-five years later the Bank’s last money to China will go into a framework built around jobs, ageing and ecosystems, after which the relationship becomes a conversation between a think tank with a balance sheet and the largest developing country in the world, which no longer needs the balance sheet. The people who built that relationship over four decades mostly did it one loan at a time. The people who inherit it will have to find a different way to be useful.
